Executive Summary - Persons with Disabilities and Human Rights (in plain English)

16th Informal ASEM Seminar on Human Rights

This document is the Executive Summary of the 16th Informal ASEM Seminar on Human Rights Publication.

“Of course, there is nothing revolutionary in human rights, but its application to disability is still novel, especially considering from where most countries have come”
Gerald Quinn (Main Rapporteur of the 16th Informal ASEM Seminar on Human Rights)

The Asia-Europe Foundation (ASEF) and its Partners are pleased to publish the key messages and recommendations of the 16th Informal ASEM Seminar on Human Rights on the topic "Persons with Disabilities and Human Rights" (ASEMHRS16), held on 8-10 November 2016 in Beijing, China.

The publication details the proceedings of the 16th Informal ASEM Seminar on Human Rights and focuses on the promotion and protection of the rights of persons with disabilities from a human rights-based approach. The report offers “a new prism though which to view reality” which has practical implications in both policy and law. Topics covered are: participation in political and cultural life, social and economic inclusion, legal status, justice and remedy; and national implementation and international cooperation.

The 16th Informal ASEM Seminar on Human Rights was organised by ASEF, the Swedish Raoul Wallenberg Institute, the French Ministry of Foreign Affairs and International Development, and the Philippine Department of Foreign Affairs. It was hosted by the Ministry of Foreign Affairs of the People’s Republic of China and the China Disabled Persons’ Federation.
